- Are there any changes to the Minutes of October 1, 2009 minutes? No corrections were brought forward.
A motion to accept the minutes of October 1, 2009 was made by Geneiva Meeker; seconded by Ernest Christman; and passed unanimously.

- Present Treasurer’s Report(s); any changes? No corrections were brought forward.
A motion to accept the September, 2009 Treasurer’s Report was made by Geneiva Meeker; seconded by Ray Rieker; and passed.
A motion to accept the Quarterly Report was made by Roger Mickelson; seconded by Geneiva Meeker; and passed.

NEW BUSINESS
President (Joe Zmuda)
- Joe Zmuda introduced two representatives from the ABQ Trolley Co. The gentlemen gave a brief presentation on plan they are considering to include Four Hills in a Christmas Lights Tour. They stated they could commit by November 15. Suggestions: Article in Chronicle? Mass email? Ask residents to leave lights on until a certain hour?
- Status of Board Election – Please see provided list of nominees. These mini-bios will be published in the Winter Chronicle. Joe Z. pointed out how much these volunteers are appreciated.
- Joe Z. thanked the Nominating Committee for their work.
- Question from the floor: What can be done to encourage volunteers? Suggestion: Bring friends and neighbors to learn job as a committee member or observer, to groom people to take over position(s); push membership by appointing a committee.
- Joe reminded everyone that each candidate must submit a 100-word summary of qualifications to be published in the December Chronicle. Those continuing to sit on the Board need to submit Bios for the Chronicle, as well.

- Question: Who should be included as invited guests at FHVHA Annual Meeting? Suggested: New State Representative, State Senator, New Mayor, Councilman, Area Police Commander, Area Fire Chief, County Commissioner, and ONC Representative.

Security, Air Flights and Roads (Ray Rieker)
- Aircraft noise and Congressional complaint for explosions on Kirtland A.F.B. – On December 10th, 300,000 gal. of liquid explosive will be tested between 6 A.M. and 8 A.M.; may be seen from fence. Ray R. will provide info to Dan Christman for GMM email.
- Every year comments and complaints result from noise, over-flights of aircraft and other Base related issues. Rather than call the base or send Congressional letters, Ray suggests you call him at 846-4229, as the complaint lands on his desk anyway. Calling him direct just saves time and effort. (By the way, Ray states most over flights are due to heat).
- Letters outlining complaints on vegetation were sent out 6-8 weeks ago. Just TODAY vegetation was seen being removed. Certainly more could be done by some residents. This is a perennial problem and residents should take care of it every year.
Architectural Control (Ernest Christman)
- Homeowner Thomas Hebblewhite, resident of the Reserve Installment spoke to the BoD about his plans to improve his property. He is planning an addition, landscaping, and a swimming pool. All nearby neighbors have signed off on the request. No objections were brought forward from the Board or others present.
- Noted: A large addition has been made to a home at Wagon Train and Sagebrush Trail and there have been some complaints called in. However, neighbors were notified and signed off on plans and appropriate building permits were secured.
Covenants (Geneiva Meeker)
- “Meanwhile…back at the chicken farm…” – Thanks to Roger Mickelson who took photos of the property and the burgeoning “farmyard”. The reply from the City was no problems except when they (resident) turn on their powerful lights. We will need an attorney for correspondence on the covenants violation(s). Joe Z. will contact an attorney.
- The 5th wheel vehicle violation has been acknowledged and will be moved this week end.
- A resident has sent the BoD a list of six addresses in violation of city code and (installment #12) covenants, all located on Rio Arriba. This area will require constant vigilance.
- Noted: One residence that had been a problem on Rio Arriba is being cleaned and repaired for resale.
Membership (Diane Hajek)
- Presently we have 403 members. Diane has put together an article for the Chronicle.
- Nothing will be accepted for the Directory after March 1, 2010.
- There should be a change in the Ballot form – box for Directory Only.
- Diane states there will be a separate mailing of a letter for membership in February, 2010.
- Diane and Brad will publish Chronicle in March; and new Directory in April, 2010.
- Suggestion: Establish a Membership committee; Make request for volunteers at Annual Meeting.
A motion to establish a membership committee was made by Geneiva Meeker; seconded by Ernest Christman; and passed unanimously.
Planning and Development (Roger Mickelson)
- EPC is getting a new Chairperson; a change in procedures is possible, as well as meeting times. Notices will be in the Journal legal notices.
- East Gateway Development Hearing – City churning issues. Plan will be submitted to EPC; then to Land Use & Zoning Committee; then to City Council.
- Former Board member Joe Ramey has dx of cancer. Board to send card.
Parks and Open Space (Bob Hajek)
- There is to be a dinner and presentation for Dick and Connie Schlimme recognizing the work they have done.
- Bob has heard nothing further concerning the Tijeras Arroyo.
Publications (Brad Gundlach)
- Brad needs Bios and Articles for the Chronicle by November 15.
- Joe Z. and Brad will edit Chronicle before it goes out.
- Brad uses either Arial or Helvetica font for publishing and appreciate people use these fonts when submitting articles.
- Brad thanked Dan Christman for his help getting the Directory and Chronicle out. Thanks from the BoD, Dan!
Real Estate (Habiba Akhil)
- Habiba gave a talk on real estate in Four Hills.
Guest: NM State Representative (Jim White)
- Representative White noted that he was first here in 1979; and ran for the FHVHA President position and was elected.
- He ran for the State Representative position he has just been appointed to.
- Representative White states he just spent a week at Santa Fe for the Special Session. He is very encouraged by what happened last week.
Next meeting is scheduled for December 3, 2009.
