Letters sent to residents (10 property owners) re: road vegetation – Of the 10 letters sent 1 property has been corrected. Suggestion: publish an article on this issue as a standard item in the Chronicle. Suggestion: If no corrective activity seen on the properties notified, calls to 311 should be made.

Status of Winter I-40 & Tramway road closings – Letters written to Politicians and Agencies by Joe Zmuda 2 ½ years ago. Joe proposed solutions: signs diverting 18 wheelers to avoid back up of I-40 & Tramway & Central. Meetings have been held and visits to problem locations. Noted: Tijeras Canyon does not allow vehicle turn arounds. The problem probably belongs to ABQ Police, N.M. State Police and County Law Enforcement.
The one snow we have had since provided a debacle; nothing worked. Signs worked in the afternoon, but not early on. A meeting was held with, among others, Larry Velasquez from DOT, District 3. He (LV) declared “not turn arounds”; after that not his problem. Joe Z. is in favor of scathing letters to media and possibly contacts to State Representatives. Law enforcement needs to be involved.
Bernalillo County Commissioner Michael Brasher - Status of Winter I-40 & Tramway Closings- stated one good thing is the gates are a result of the work of the FHVHA Board and the work of Four Hills’ residents. Bernalillo County has infrastructure between Albuquerque and Bernalillo County to get turn arounds.
Bernalillo County Fire Department Chief John Garcia – A drill was conducted using a moving roadblock to see if Emergency Vehicles could maneuver on I-40 (Carnuel turn). Smallest units can, but larger units have problems, some find it impossible. BCFD wrote letter asking they (BCFD) be included in the panning and discussions.
Bernalillo County Commissioner Michael Brasher stated he and others will continue to meet with Larry Velasquez and the Albuquerque Fire Department to improve the situation. Then, if that does not work, ratchet it up, involving N.M. State Highway Dept., AFD, APD, N.M. State Police, BCFD, County Sheriff’s Dept., and EXPO (Fairgrounds reps.). Noted: Maybe use old Rte. 66 as an alternate to alleviate some of problem.

Bernalillo County Commissioner Michael Brasher – Emergency Responses – The City of Albuquerque would like to consolidate to one CAD System (computer assisted dispatch); this would lose the advantage of redundancy. Natural disaster, loss of power, etc. would mean loss of all Dispatch.
The goal is to move to AVL Software – “closest unit response for emergencies”. AVL could be done in a few months and for less than $100,000.
Transports and call volume have increased. There is a search for an ambulance contract vendor. City and County can transport patients, but can also use Albuquerque Ambulance.

- Treasurer’s Report – Discussion of the printer’s invoice for the Chronicle and the Directory. Noted: Board would like to see breakdown between the cost of the printing for the Chronicle and Directory; presently they are combined.
Roger Mickelson made a motion to accept the August, 2009 Treasurer’s Report; seconded by Geneiva Meeker; and passed unanimously.
Roger Hartman made a motion to get a breakdown of the Chronicle and Directory for the printer’s invoice / bill; seconded by Ray Rieker; and passed unanimously.

- Property on Brazos Ct. – Geneiva has written letter; no response yet. Presently resident has chickens; planning to build a coop; wants ducks. Also, parked at this property are horse trailer and 5th wheel trailer.
- Rio Arriba property - Situation includes domestic violence, weeds, and litter. Geneiva has written letter to property owner; a reply came from a property management company. Joe Z. called Foothills Sub-station and Captain Anaya replied. It was verified that APD had been called to this address. A permit was obtained to inspect this home. Subsequently it was learned that the renters are to be out by the end of September, due to eviction.
Membership (Diane Hajek)
- Number of FHVHA Membership to date is 398 total.
- These last 6 or 8 were not received in time for the Directory.
- Geneiva needs information from Diane (Membership Director) of persons who checked box for willingness to help or serve on FHVHA Board.
- An article needs to be written for the Winter Chronicle; Diane Hajek and Joe Zmuda will coordinate.
- Chronicle articles have been requested to be ready by October 9th. This may be a bit early. Joe Z. will talk to Brad G. about this.
Planning and Development (Roger Mickelson)
- There is a push to better coordinate AFD and BCFD, with a goal to have the closest available responder react to a call for medical service and / or fire; to limit response to only one agency (no duplication); and to make communications and other systems more interoperable. Bernalillo County Commissioner sits on the Albuquerque/Bernalillo County Government Commission where this issue has been bouncing around for 11 years. There is one proposal that BCFD replace some key software with the same brand (compatible) that AFD uses. – See discussion above. --
- There is a pending special application for conditional use to build a 5 feet tall (vs. “legal” 3 feet height) wall at 1132 Castellano Road (corner of Castellano and Wagon Train Dr) that will be heard by the Zoning Hearing Examiner on September 15th. Neighbors have been notified, and Roger M. has talked with the next door neighbor (most directly affected), who has no serious objections.
- The City Council heard four Ordinances on September 9th for a moratorium on Impact Fees, which are imposed on developers for new infrastructure and police / fire services necessitated by their new developments.
- MRCOG 2035 Metropolitan Transportation Plan will hold a Kick Off Meeting from 4:00 PM – 7:00 PM on September 17, 2009.
- Plan for Tijeras Arroyo Biological Zone Study is finished.
- Climate Action Plan has been published.

East Sector Development Plan is in two parts:
- Four Lane or Six Lane for East Central
- Commercial version of what is to happen on East Central
- East Gateway Coalition Meeting will be held on October 15th at 6:30 PM; Transportation Panel; Roger M. will suggest I-40 snow closure be on the agenda.
