June 4, 2009 Board of Directors’ Meeting

The meeting was called to order at 7:00 P.M.
- Guests: Residents – Jan DeMay, Carole Camacho, Dan Christman, Marilou Cochran; County Commissioner – Michael Brasher; City Councilor Staff Assistant – Isaac Padilla
Board Members: Joe Zmuda, Roger Hartman, Patricia Hollis Zmuda, Deborah Barnes-Mattie, Ray Rieker, Ernest Christman, Geneiva Meeker, Roger Mickelson, Diane Hajek, Bob Hajek, Habiba Akhil, Bradley Gundlach were present.
No Board Members were absent.
UNFINISHED BUSINESS
President (Joe Zmuda)
- Cleanup of the Tijeras Arroyo: Commissioner Michael Brasher led a very successful cleanup of the arroyo west
of the Juan Tabo Bridge, using several “guests” from the Metropolitan Detention Center. County forces also creatively
barricaded the two jeep trails from the Sandia Science and Technology Park at the south border of the State Land Office
and Albuquerque Schools parcels. The difference is quite remarkable. There was a reported haul away of over 21 cubic feet.

- Are there any changes to the Minutes of May 7th? Diane Hajek requested that two sentences, #2 and #3 attributed to Membership be deleted. These two sentences will be removed.
A motion to approve the minutes for May 7, 2009 as amended; seconded by Roger Hartman; and passed.
- Status of Four Hills Village Annual Yard Sale – Over 75 registrants are signed up so far. Membership
applications and a letter inviting residents to join FHVHA will be included with the map and list for the yard sale.
Dan Christman will correct web site membership application to include Membership Director and contact info.
Pat will email the letter included with the application to Diane. Jan DeMay put directional signs out last year.
Residents and Board were and are appreciative of her efforts. Volunteers will put up these signs this year:
Joe Zmuda, Roger Hartman, and Ray Rieker volunteered.
Treasurer (Deborah Barnes-Mattie)
- May I have a motion to accept the Treasurer’s Report?
A motion to accept the May monthly Treasurer’s Report was made by Geneiva Meeker; seconded by Ernest Christman; and passed unanimously.
Security, Air Flights and Roads (Ray Rieker)
- A U.S. Mail Box was recently broken into; the Postal Department has repaired it.
- Qwest trucks have been using Sagebrush Trail and the Arroyo as a parking and meeting place. Qwest has been contacted and anyone seeing this occurring elsewhere is asked to contact Brad Gundlach.
- Note: there will be a test on Saturday morning at the Base.
Architectural Control (Ernest Christman)
- Review of an approval from October, 2007 – the house is now under construction and there are a few minor modifications
from the original material submitted. These are of no significant import and Ernest recommends that the approval stand without
the owner needing to go through the entire process again. There have been no issues from neighbors.
Covenants (Geneiva Meeker)
- No resolution on bids for weeding? May be unnecessary.
Membership (Diane Hajek)
- Membership Update – Membership mailing with letter went out yesterday. Presently there are 213 members. Diane needs copies of refund checks to use to update membership. Pat has copies to give to her.
Planning and Development (Roger Mickelson)
- DRB results on Installment 21 – Status of application for site development of Installment #21, NE corner of Four Hills Village.
The application has been revised down to five homes in the smaller area. Residents asked that Hideaway Lane not be changed.
Changes have been drawn up with the agreement. DRB will meet again soon and the agreement should be approved. There will be
six new residences amongst us. Some drainage issues will need to be taken care of by individual homeowners/builders. FHVHA was
effective in reducing density in this Installment.
Parks and Open Space (Bob Hajek)
- Updates on redesign of Y – Utilities have been apparently spec’d. Will City take over Maintenance after redesign?
Guest Isaac Padilla from the City states probably be same as always – i.e. -0-. Reply from Board to Isaac was that
this answer is unsatisfactory in the eyes of FHVHA. There appears to be no bike path planned up to Hidden Valley Road.
Question to Isaac Padilla – Why? (No answer available.)
Publications (Brad Gundlach)
- Brad appreciates everyone meeting the deadline for the Chronicle. It (Chronicle) should be out in two weeks. There is approximately $675 -$750 income in recurring ads.
Public Relations and Real Estate (Habiba Akhil)
Bernalillo County Commissioner (Michael Brasher)
- Commissioner Brasher spoke about being able to get MDC inmates to do clean-up of Tijeras Arroyo.
- There is a need for Highway Dept. to install additional breaks on I-40 East.
- There has been nothing further on winter highway closures, (additional breaks would certainly help.)
- R. Berry has electronics for closures in the works. This is a public safety issue for Four Hills Area.
NEW BUSINESS
President (Joe Zmuda)
- A letter has been sent to Joe Zmuda from resident (letter also sent to Ed Barsis) with a complaint from a non-member of FHVHA.
Established that letter portending to originate with FHVHA is a ‘phony’ and was not from the Board or member thereof.
(This did not originate with us, as claimed and is a neighbor to neighbor issue. (This item came up later in meeting; not in this order.)
Vice President (Roger Hartman)
- Roger took action to contact N.M. DOT to get striping finished –east bound I-40 off ramp to south bound Tramway Blvd. R.J. Berry is on the Transportation Committee.
- Issue for Isaac Padilla and City: Four Hills Arroyo cement channel (from Wagon Train east to at least Bernalillo has become dislodged by growth, trees, and bushes. Repair is needed.

Why is color map of Four Hills gone from Web Site? Is it somewhere else? Answer from Dan Christman prior to meeting.
Answer: The color coded map of Four Hills is still on the FHVHA web site under Covenants.

to covenants for all installments”. Question from the Board: Is it possible to have a direct link to the map? Answer: Yes.
Noted errors in last year’s directory; people missing from directory. Are we issuing a directory this year? Yes
Who should she direct 3 new residents in her area for membership in FHVHA? Membership Director, Diane Hajek.
Board Discussion – Concerning maps and membership applications. Roger M. has new map from City; could be reproduced in smaller size. This would be an improvement over the much copied existing ones.
Treasurer (Deborah Barnes-Mattie)
- Now that we have approve minutes for signatories vice president, secretary, and treasurer will meet Saturday, 13 June at 11:00 A.M. at Compass Bank to complete paperwork.

Architectural Control (Ernest Christman)
- Request for approval of a shed on the property. The neighbors have signed off and have no problem. It is close to the property line, and owner needs a variance from the Architectural Control Committee. Details: Wall is 6’ high; building a 2nd shed 10’ x 12’; 8’ full ht.
Covenants (Geneiva Meeker)
- Pod Issue – time has expired for City to take action. Report and e-vote before our next meeting.
Membership (Diane Hajek)
- Directory Discussion - Membership and Publication will be responsible. Will there be ads? Yes, need to figure out price. Should alpha and street both be included? Yes, both useful. Who receives Directory? Active Membership receives Directory, but everyone, active or inactive is listed. Should we use new map (secured by Roger Mickelson) in next Directory. Yes, as a centerfold to increase size for readability.
Planning and Development (Roger Mickelson)
- Neighborhood Association Forum – To be held in the West Convention Center building beginning at 9:30 a.m. (registration) on Saturday. Talk with Department Representatives followed by speech from Mayor Chavez.
- The long-standing MOS Committee is dwindling. Ideas on how to Re-energize??? Rejuvenate??? Suggestion to e-mail membership. However, a call should be made to Dick and Connie Schlimme prior to e-mail.
- Also, OS Rep. Jim Moran mentioned the OS by Via Posada – possibility for another “adoption” by FHVHA? There are 40 acres; benches installed. Ray Rieker will get name of fellow working on maintenance of this area.

Guest – Assistant to Councilor Harris (Isaac Padilla)
- Major Issue – securing new rescue truck for Station 8 (Tramway & Indian School). Isaac states Station 12 (on Juan Tabo near Central) is busiest station in City with 3,869 calls last year. Board discussed issue with Isaac.
A motion to support initiative to secure new rescue truck for Fire Station 8 was made by Bob Hajek; and seconded by Roger Hartman; and passed unanimously.
Next meeting is scheduled for Thursday July 2, 2009.
