Four Hills Village Homeowners’ Association
July 3, 2008 Board of Directors’ Meeting

The meeting was called to order at 7:02pm
Guests: Marilou Cochran, Ray Rieker, Roger Mickelson, Diane Hajek, Janet Hajek, Carole Comacho, Dan Christman,
all Four Hills residents, plus Isaac Padilla, Assistant to Councilman Don Harris, and City Councilman Don Harris.
Board Members: Herb Wright, Joe Zmuda, Ruth Christman, Deborah Barnes-Mattie,
Ernest Christman, Tim Gallegos, Geneiva Meeker, Bob Hajek, Jan DeMay, and Steve Tenorio were present.
Absent: Aaron Bettison.
MEETING
President (Herb Wright)
- The President had no communication with Ed Barsis and the other NA during the past month.
- The President has not heard back from Jim Grout on recommendations to change the Attorney for the association.
- The President has not yet met with Warren Rowe on agreements with Juan Tabo Hills with regard to the gates and open space buffer between the two communities.
- The report of complaints received by the President concerned the date for publication of the Chronicle and the Directory.
- The Chronicle is no longer an issue now that the summer edition has been published.
Vice President (Joe Zmuda)
- The Vice President discussed a proposed city ordinance change with the Water Authority. They align the winter average calculation with the billing month. Essentially this is based on the month of billing not the month of usage.
- The Vice President will read the proposed ordinance before it goes to the City Council.
Secretary (Ruth Christman)
- A motion to approve the minutes of the June 5, 2008 board meeting was made, seconded, and passed.
- The secretary mentioned the need to appoint a nominating committee. This must be in place by the October board meeting.
- She mentioned that the September Chronicle will include an article asking for candidates for the 2009 Board.
- With the approval of the President, Tim Gallegos, and other members of the Board, the deadline of August 18 was agreed upon as the deadline for submissions of articles for the Chronicle.
Treasurer (Deborah Barnes-Mattie)
- The treasurer reported that the current status of the USPS bulk mail account is $346.92. The USPS bulk mail account might no longer be needed as the Chronicle is now being mailed through the printer’s bulk mail account.
- A motion to accept the treasurer’s report was made, seconded and passed.
- A motion made by the treasurer was seconded and passed to approve a survey by the city parks and recreation department to ascertain interest in establishing a park in Four Hills Village.
- A Representative of the city Parks and Recreation and Scott Gates, manager of the Four Hills Country Club, will attend the August board meeting.
- The treasurer made a brief summary of a report by Aaron Jones on his activity in four hills.
Security, Air Flights, and Roads (Aaron Bettison) Absent
- Tim Gallegos mentioned that security is everyone’s job.
- A request was made to find someone from the volunteer list to work on security.
Architectural Control (Ernest Christman)
- A property owner on Wagon Train was advised via certified mail by the Department of the Air Force that he was encroaching onto Kirtland Air Force Base property by constructing on the corridor behind his house that is adjacent to the base fence. The base threatened to move the fence and close corridor. The base sent corresponding copies of their letter to the four officers of this association and to two officers of the other association via certified mail.
- Ernest Christman reviewed the files and determined that the homeowner had not complied with architectural requirements, and notified the homeowner that he should comply with the request that he immediately remove his partially-constructed bocce court. A corresponding copy was sent the air force engineer who had signed the correspondence. When the owner returned from a trip, he notified Ernest Christman and the Air Force base that he would immediately comply.
- The other association made copies of the base’s certified letter that was sent to them and attached them to households in the neighborhood without first consulting the homeowner and allowing him the opportunity to explain his intentions. This caused him considerable embarrassment and created ill will.
- The homeowner agreed to remove his bocce court and received a notice from the Air Force that the matter was settled.
Covenants (Geneiva Meeker)
- Geneiva and Ruth reviewed the Treasurer’s books and found them in order.
- Ernest Christman also examined the Treasurer’s books and concurred that they were in order.
Membership (Tim Gallegos)
- Current membership is 570 households (925-950 individuals).
- Thanks to Dan Christman who did the page layout work, the summer issue of the Chronicle was completed.
- Tim is getting estimates for printing the Directory.
- A debate on ads took place including the cost of the March Chronicle.
- After a discussion, the Vice President proposed continuing including obligated ads through the December issue. Tim Gallegos concurred.
- Geneiva Meeker made a motion that ads be discontinued after the December issue unless it can be determined that they would make a profit or at least break even. It was seconded and passed.
- The December issue will reach everyone. Tim needs to be kept up-to-date on residence changes. Jan DeMay will supply an updated list.
Planning and Development (Steve Tenorio)
Parks and Open Space (Bob Hajek)
- The next open space cleanup is Sunday, July 13, at 8am at the top of Stagecoach.
Public Relations and Real Estate (Jan DeMay)
- Jan DeMay reported that the Yard Sale was a big success with many people buying items.
- Real Estate report: 78 houses listed in district 60 ranging from $189,000 to $1,002,000. 10 pending, 33 closed. Average days on the market: 87
Additional items discussed
- The Secretary asked about adding a Newsletter position to the Board, a prior position currently eliminated. Roger Mickelson related that the by-laws allow up to ten elected Directors and there are currently seven. The President said that he would consider someone for that position.
- The other association’s newsletter falsely claims that there was a joint meeting of the two organizations in May. The members of the other organization were invited by President Wright to attend and give a 10 minute presentation. They requested an additional 10 minutes and after doing so they were dismissed and departed.
City Councilman (Don Harris)
- Striping of Stagecoach and Wagon Train will begin this summer.
- There will be two electronic speed monitoring signs.
- It will take through the summer to complete a survey of support for a park and the relocation of a well.
The next meeting is scheduled for Thursday, August 7, 2008.
