June 5, 2008 Board of Directors’ Meeting

The meeting was called to order at 7:02pm
Guests: Marilou Cochran, Robert Barns, Roger Mickelson, Diane Hajek, Janet Hajek, Carole Camacho,
Dan Christman, all Four Hills residents, plus Aaron Jones, International Protective Service, Isaac Padilla,
Assistant to Councilman Don Harris, and City Councilman Don Harris.
Board Members: Herb Wright, Joe Zmuda, Ruth Christman, Deborah Barnes-Mattie,
Ernest Christman, Geneiva Meeker, Bob Hajek, Jan DeMay, and Steve Tenorio were present.
Absent: Tim Gallegos and Aaron Bettison.
MEETING
President (Herb Wright)
- The President reported that he is making headway with the other NA.
- A guest requested that President Wright share what is going on with
his Board, including what he talks to Ed Barsis about.
- The Vice President agreed with the Guest and President Wright
stated that he will subsequently issue a report.
Treasurer (Deborah Barnes-Mattie)
- A motion to accept the treasurer’s report was made, seconded and passed.
- The treasurer gave a description of her talk with Isaac Padilla on a proposed park
on land the Four Hills Country Club is willing to sell to the city. It was proposed that
there be free security monitoring for houses affected by the park location. The President
reported that he is getting E-mails 8 to 1 against a park. He also recommended forming
a committee to study the issue.
- Isaac Padilla mentioned that building a park is more involved than that of
renovation of an existing one. They will need to map out options. For this land,
they need to identify water lines. If it is an option, the city will mail out
questionnaires. Hidden Valley might be included.
- The Vice President asked if the open space could be an option. Isaac Padilla
replied that that is a catch 22. Much of this area is leased private land.
- Isaac Padilla stated that the first step with the Four Hills Country Club
land is with the water department. Research has been done to a certain extent.
- Geneiva Meeker requested that a poll of residents be done first because of
having only a single access road to Four Hills Village and traffic would increase.
- Steve Tenorio also felt that research should be done first.
- The Treasurer mentioned a rattlesnake problem in her area.
- The President mentioned that building in the area opposite to The
Reserve was causing habitat critters to move into residential areas.
- The Vice President said that along Soplo the residents see wildlife every day.
- Isaac Padilla mentioned a class on how to deal with wildlife.
Vice President (Joe Zmuda)
- The Vice President addressed the recommendation of Jim Grout (the immediate past president)
to change the attorney representing the HA. He requested that Herb Wright talk to Jim Grout for
his rationale as to why a change is in order. The President agreed to do this.
- The Vice President said that Jim Grout recommended consulting with Warren Rowe concerning
keeping on top of the agreements we have with the Juan Tabo Hills developers and the HA with
regard to the gates and open space buffer between the two communities. The President agreed
to do this.
Secretary (Ruth Christman)
- A motion to approve the minutes of the May 1, 2008 board meeting was made, seconded, and passed.
- The annual membership meeting has been scheduled for January 17, 2009. Catering details will be worked out.
Security, Air Flights, and Roads (Aaron Bettison) Absent
- Aaron Jones of International Protective Service
discussed his security company’s work in Four Hills.
- The purpose is to make Four Hills Village a better and safer place to live.
- A lot of people think FHVHA is paying for security, but individual homeowners pay for full-time security.
- The security company added 30 more houses. That has helped to deter criminal activity.
- The Secretary remarked that the FHVHA increase in dues was to go for a replacement of the
volunteer system that was from 9PM-1AM Friday and Saturday.
- Aaron Jones stated that he does bring in extra security Friday and Saturday at his own expense.
- The President asked about mail theft in the area. Aaron Jones said that it is a problem, and that
people who have locked cluster mail boxes are also hit. There is an attempt at identity theft.
- The President asked about the problem house on Stagecoach. Aaron Jones said it is a problem and is being watched.
- Aaron Jones also stated that the Neighborhood Watch program is a big help in keeping crime down.
Architectural Control (Ernest Christman)
- Approval was granted to erect a wooden framed building in the rear area of a
residence on Matador Drive. It met architectural control requirements. The neighbors
have signed the architectural control form.
- Approval was granted for a patio cover at the rear of a house on Sobra Court.
It met architectural control requirements. The neighbors have signed
the architectural control form.
Covenants (Geneiva Meeker)
- A long-standing problem with a motor home was finally resolved with its removal.
Membership (Tim Gallegos) Absent
Planning and Development (Steve Tenorio)
Parks and Open Space (Bob Hajek)
- Bob Hajek needs to know far enough in advance to make changes to signs.
- Clean up of open space is once every other month to fix erosion.
- Isaac Padilla had a question on bike paths. The President says that nothing has
been done. Bike path on one side, pavement on the other side.
- Isaac said that signs, as recommended, will be on street maps
in about three weeks as well as locations of speed monitors.
Public Relations and Real Estate (Jan DeMay)
- Real estate report: 81 active, 9 pending, 6 sold in area 60.
- Maps were given to all Board members to show location of yard sales.
80 homes are registered for the annual yard sale event.
- Maps of Four Hills and locations of participants in the yard sale will be available
for drivers at the junction of Warm Sands Road and Four Hills Road.
- The President said that he is surprised at how many people have told him they
look forward to the annual Four Hills Village yard sale event.
Additional items discussed
- Ernest Christman discussed the problem of software needed by Tim Gallegos for the Chronicle.
- In a situation where FHVHA has to buy an expensive software package to do the Chronicle, the
Vice President had a question on who would own the software package as FHVHA does not own a computer.
- The General consensus was that there is no need to follow the previous format and that
Tim and Cynthia Gallegos should be free to format the Chronicle as they see fit.
President of the East Gateway Coalition of Neighborhood Associations (Roger Mickelson)
- Roger Mickelson passed around to everyone a copy of the Great Streets Program 24 and a Draft Transit Plan.
An East Gateway Coalition meeting on July 22 at 6:30pm at the Manzano Mesa Multi-Generational Center will deal
with why we don’t put all the crooks in jail. Speakers will include Commander Levi Anaya from the APD,
Darren White, Bernalillo County Sheriff, and D.A. Kari Brandenburg. The meeting may be recorded and later available.
- Isaac Padilla announced a program on public safety to take place on August 19.
- Isaac Padilla said that ONC doesn’t always follow rules, but that the other NA has more members than FHVHA.
- The Vice President requested info. They cannot have more than 100%. He was told he can get the information from ONC.
City Councilman (Don Harris)
- Don Harris investigated complaints concerning the winter water use policy printed on water bills.
He spoke to Mark Sanchez and advised the Vice President to call Sanchez. Harris needs to get someone to
admit there is a need to change wording, and this also involves Bernalillo County as well as the city.
- Don Harris handed out a brochure on the East Central Redevelopment
project.
- There will be a charter technology school most likely associated with the Mesa del Sol school district.
The next meeting is scheduled for Thursday, July 3, 2008.
