April 3, 2008 Board of Directors’ Meeting

The meeting was called to order at 7:08pm
Guests: Ray Rieker, Carole Carmacho, Brian Stumpf, Dan Christman, Diane E. Hajek, and Janet Hajek.
Board Members: Herb Wright, Joe Zmuda, Ruth Christman, Deborah Barnes-Mattie, Aaaron Bettison,
Ernest Christman, Geneiva Meeker, Tim Gallegos, Steve Tenorio, Bob Hajek, and Jan DeMay.
MEETING
President (Herb Wright)
- He is working on a schedule for a garage sale. He needs to
confirm that a tentative volunteer will oversee the planning.
- Traffic calming update: He stated that without sidewalks,
traffic islands and bulb-outs are not a good idea. They do not
provide a safe lane for bicycles or safety for pedestrians. This
will be discussed with Representative Don Harris.
- He reported that there was damage to mailboxes during the recent
Spring Break. No one else on the Board reported mailbox problems.
- Tim Gallegos said that he has a list of volunteers willing to
help as needed on any projects.
- Thanks from the Board were given to Dan Christman for his work
on transferring and updating the web site.
Vice President (Joe Zmuda)
- Litter on Wenonah, south of Smith’s, was cleaned by either
the city or the landowner and is no longer a problem.
Secretary (Ruth Christman)
- A motion to approve the minutes for the March 6 meeting was made, seconded, and passed.
- The secretary reported that there is an archive which includes the historical aspects of FHVHA.
- A report was made indicating our full compliance with forms sent to the
ONC (approved), the county (approved), and the State Nonprofit Corporate Report.
- The Board approved sending a thank you to Alfred Lorber for his work on the web site and his
contribution in maintaining the registration of the web site domain name (four-hills-village.com).
- Resident and Observer Ray Rieker was asked for his report on a meeting with the Mayor:
- Six areas need a fire station more than we do, and getting one in our area is not in the foreseeable future.
- The Mayor was not involved in approving a second neighborhood association in Four Hills. He wants no
more than one approved association in any neighborhood. He called in Mr. Montoya to explain how this happened,
and to take action that none will be approved henceforth.
- The Mayor was informed that the other Four Hills organization is not in compliance with the requirements
of the ONC. He is amenable to having a letter from our Board to instigate proceedings to have them decertified.
- Mr. Rieker will personally undertake legal action against ONC if necessary.
- A motion was made, seconded, debated, and approved to join
the appeal and have our board write a letter to the Mayor.
Treasurer (Deborah Barnes-Mattie)
- The treasurer’s report was given to all Board members.
- An explanation of the arrangement using the new Money Accounting Program was given.
- A motion to accept the treasurer’s report was made, seconded and passed.
- A request to categorize expenditures was made.
Security, Air Flights and Roads (Aaron Bettison)
- Tim Gallegos will assist in utilizing funds for extra security.
- Tim Gallegos also said that there are other things the money
can used for in rendering value for the neighborhood.
Architectural Control (Ernest Christman)
- A property on La Cabra was approved for two patio covers.
Covenants (Geneiva Meeker)
- She announced that she was receiving many calls about weeds. She also stated that she
had received many complaints about properties on Rio Arriba which residents do not properly
maintain. Many are rentals, and the renters will need to contact the property owners.
- She reported two parking on-the-streets violations, one solved and one reported to the city for red tag.
- Discussion on forceful enforcement of covenants; two letters are sent followed by a letter from an attorney.
- Calls to the city at 311 can be effective if there is enough volume.
Membership (Tim Gallegos)
- He is planning to send a letter to those who are not members
and needs help to identify new residents. He suggests a Welcome
Wagon. Help from Four Hills Neighbors was suggested. There are
1,378 houses in Four Hills.
- He related that the Security Company is paid by individual homeowners.
- With regard to the Chronicle and Directory, he is not a publisher and needs someone to publish them.
Planning and Development (Steve Tenorio)
Parks and Open Space (Bob Hajek)
- Richard Chapman led the cleanup of the open space. Erosion was fixed by moving rocks and dirt.
- Clean up work will be done every two or three months.
- Joe Zmuda recommended that pictures of the work done be available (web site?)
to show how our organization is helping the community.
Public Relations and Real Estate (Jan DeMay)
- Active listings: 73
- Pending sales: 9
- Sold: 9
- She asked residents to watch the house on Stagecoach where
arrests were covered in the news. It has been rented, but because
of an unpaid $1,000.00 water bill, it has no water.
Discussions
- There are complaints that some realtors do not show Four Hills.
- Deborah Barnes gave reasons for utilizing City land in the
Reserve area for a park. It makes more sense to locate a park close
to families. She requested permission to call Isaac Padilla.
Permission was given.
- Herb Wright will send a letter to Don Harris requesting follow
up of the Floor Substitute promised at the March 6 meeting. He also
requested that the Board members attend the City Council meeting on
April 21, arriving between 5-5:30pm.
- May 15 is the deadline for submissions for the next Chronicle.
- Herb Wright will get someone to publish the Chronicle and the Resident Directory.
- The Board approved putting the Chronicle and the most recent approved minutes on the web site.
The next meeting is scheduled for Thursday, May 1, 2008.
A motion to adjourn the meeting at 8:24pm was made, seconded, and passed.
