March 6, 2008 Board of Directors’ Meeting

The meeting was called to order at 7:01 PM
Guests: Ray Rieker, Ann Rieker, Joe Ramey, Jeanette Harmon, Tad Jennings,
Janet Hajek, Diane Hajek, Carole Camacho, all Four Hills residents,
Isaac Padilla, Assistant to Councilman Don Harris,
and City Councilman Don Harris
Board Members: Herb Wright, Joe Zmuda, Deborah Barnes-Mattie, Geneiva Meeker,
Tim Gallegos, Bob Hajek, Jan DeMay were present.
(Pat Hollis Zmuda took meeting minutes at the request of Ruth Christman).
Absent: Ruth Christman, Aaron Bettison, Ernest Christman, and Steve Tenorio.
MEETING
President (Herb Wright)
- Herb recommended for future agendas using a one sentence summary, with action on right hand side.
- Herb thanked Deborah for her efforts on establishing the new bank account.
- We will need to change the July meeting to July 10 because of the July
4 Holiday. Ruth Christman or Pat Hollis Zmuda will contact the FHCC
about the change.
- President Wright would like to work on Covenants, bringing them to one set, rather than the
numerous ones that exist now. His goal is to complete this by the
fall so it can be addressed at the next annual meeting. (Noted: it
will require a 75% majority vote). He has spoken with Gordon and
Peggy Hennessy, Janet Thompson and Karen Abrams about serving on the
committee for changing the Covenants.
- Herb Wright has met with Ed Barsis and will work with him. Herb has also
met with Don Harris and agreed to work with the other neighborhood
association FHNA.
- Geneiva Meeker, Covenants Director said she must say no to working with the
other Board (FHNA). She stated she will put together a committee
but not with FHNA Board.
- Isaac Padilla (Assistant to Councilman Harris) states FHNA is recognized by the
City and ONC as a neighborhood association.
- Ray Rieker requested names of persons on FHNA Board. Thus far he has
only been able to contact Mr. Barsis and Councilman Harris and
received no pertinent information.
- Discussion followed between Ray Rieker, Isaac Padilla and Pat Hollis Zmuda.
- Herb Wright and Ed Barsis have been looking at traffic calming issues (bulb outs, whether
raised, brick, etc.) particularly along Wagon Train and Stagecoach.
Herb states all Four Hills residents will be notified by mail,
asking for expectations and nothing will be done to streets without
agreement. They are also reviewing report that was submitted by
consultant(s) Kevin Roderick. They will be taking an incremental
approach (process) until feedback is received from residents.
- This will be a first test of same group of people among two different
associations. The primary concern is safety.
- One observer was impressed by post card sent out by new Board to the residents. All
present agreed it was a good mailing.
- Herb noted that Four Hills would be losing our Newsletter (Chronicle)
Director, who also composes our Directory. We need to be looking
for a replacement for her.
- Herb states Dan Christman will take care of the web page. Ray Rieker has some experience in
this area and offered to help Dan.
A motion to approve a budget of $100 for (Dan Christman) web site
maintenance was made; seconded; and passed.
Vice President (Joe Zmuda)
- Joe Zmuda stated the City Council meeting on April 21 will address
Councilman Harris’ proposed resolution allowing multiple
associations to represent neighborhoods. Will the FHVHA once again
have an “official” position with regard to the resolution? Do
we intend to support the Board’s position with speakers during the
public comment period? At the last City Council meeting that
addressed this issue 25 people spoke, all against the proposal. It
was agreed supporters of the Board’s position should be present.
However, Isaac Padilla said it was highly doubtful this would be
discussed at the next City Council meeting.
- Joe states that there appears to be several issues that separate our
Homeowners’ Association and the Neighborhood Association (the
proposed fire station, sidewalks, covenants, street lighting, for
example). Would it be appropriate for us to list those issues and
at least attempt to define the position of each Association so that
we can identify where both Associations agree or disagree? I (Joe)
think that this step is necessary if we are trying to eliminate the
differences in “working with the other “Association”, so that
when our members ask our position, we will have an answer.
- Mr. Zmuda asked regarding Ed Barsis and Herb Wright – where will input come from? There
will be a joint committee. Noted: There are 21 separate covenants
– there is a need to summarize the differences and define the
problem in writing. Suggested: Geneiva
Meeker will define differences; FHNA will define differences; all
will put in writing. Then the Committee involving both
associations will have something defined that can be worked with.
- Joe Zmuda stated the issue on Four Hills’ community lighting appears to be a “red herring”
and that there is a need to ask the City Engineer “What is the
standard for neighborhood lighting?”.
Assistant to City Councilman Don Harris (Isaac Padilla)
- Mr. Padilla offered additional information on the status of the other neighborhood
association. He stated that because the new association found a way
to be recognized, it is clear the ONC has not enforced Charter. Mr.
Padilla felt the ONC had not been following rules, anyway.
- Since many areas in the City overlap, the ONC should enforce the ordinance.
- Mr. Padilla also stated when Floor Substitute is completed it will be sent to each
neighborhood association.
Resident and Observer (Ray Rieker)
- Mr. Rieker requested a copy of the pending resolution and updates to same. Mr. Padilla
agreed to provide a copy to Mr. Rieker and to the Board.
- Mr. Rieker commented no one seems to know when the meetings of FHNA are. Mr. Rieker asked
that the times and location of the meetings be noted on the FHNA web site.
- Mr. Rieker also asked the question “Who is the ‘Ghost Board’ of FHNA? No answer has been given.
Secretary (Ruth Christman) absent
- Are there any changes to the minutes for February 7, 2008?
A motion to approve the minutes of February 7, 2008 was made; seconded; and passed.
Treasurer (Deborah Barnes-Mattie)
- Treasurer Deborah Barnes-Mattie states there is no report as there have been no
transactions since changing accounts.
- Deborah states she would like to spend $25 for a Money Accounting Program.
A motion to grant a $25 budget for the purchase of a Money Accounting
Program was made; seconded; and passed.
Security, Air Flights and Roads (Aaron Bettison) absent
Architectural Control (Ernest Christman) absent
Covenants (Geneiva Meeker)
- There is a 5th wheel trailer parked on Stagecoach Lane that may be in violation.
There may be someone living in the trailer. Geneiva has written a letter, giving 2 weeks notice.
Membership (Tim Gallegos)
- Communication with the Board is good. However, any actions, such as driving around with Ed
Barsis should be communicated to the Board prior the next meeting.
- Presently the FHVHA has approximately 500 paid members, down from the previous year.
- The new membership drive letter has not yet gone out.
- Suggestion – Making personal calls on new residents.
- Security issue not resolved. Increase in dues was not for paying a security
company. We need to show some progress – Security committee needs to be reactivated.
- Letters received by Membership Director: “There is a need to limit
Realtors’ signs”; “Terrific neighborhood”.
Planning and Development (Steve Tenorio) absent
Parks and Open Space (Bob Hajek)
- Mr. Hajek attended a class
recently concerning getting a grant for Parks and Open Space. He
thinks it will be helpful.
- Discussions are on-going about clean-ups. There is a small public property
that is being considered for work this spring.
Public Relations and Real Estate (Jan DeMay)
- Four Hills is Area 60 in Realtor database; Juan Tabo Hills is Area 70.
For Area 60, in 2007 - 91 homes sold; in 2006 – 96 homes sold.
Five homes sold since 1st
of the year in Area 60; 66 active; 10 pending. Last year’s
sales included high range of $898K; mid range of $330K and low of
$140K. Price per square foot average $138 for last year; $146 now.
City Councilman (Don Harris)
- Mr. Harris states he and Herb Wright have been able to meet and discuss several ‘items’.
- The subject of trash and shopping baskets among other violations was brought up; Mr. Harris
says he may need to talk with Code Enforcement.
- Road Study – has been funded ($150K). RFP for Road Study is already complete; will be
using same traffic study firm. The problem area is south of Central
and east of Eubank. Mr. Harris says there may be a need to widen
Southern Ave. He stated that for the Tech Park there is one way in
and one way out. There have been many complaints about cut through
traffic through the mobile home parks and other neighborhoods.
- Councilman Harris states in addition to backing away from connector road, he is
looking into establishing a Bio-Zone in Tijeras Arroyo.
- There is $1.3M available in for park and improvements for La Luz de Amistad Park (at Central and
Tramway) as you enter the City of Albuquerque.
- Councilman Harris needs a representative from the Four Hills area for the Arts Advisory
Board. This person would need to know a lot about art.
- On March 18 at 6:30 P.M. there will be a Business/Tech meeting at the Manzano
Multi-Generational Center.
- On May 22 at 6:30 P.M. there will be a meeting concerning the Sector Plan at the Manzano
Multi-Generational Center.
- Snow Emergency – The Mid Region Council of Government will put together
a plan. The goal is to get this done before next winter. There
will be a need for a common frequency; need for truck parking
(?possibly State Fairgrounds); use of informational boards.
Resident – Observer (Ann Rieker)
- Ann Rieker thanked President Herb Wright for notifying Mr. and Mrs.
Rieker of tonight’s meeting and allowing them to speak and clarify
their position.
President Herb Wright thanked Isaac Padilla and Councilman Harris for attending.
Next meeting is scheduled for April 3, 2008
